Abstract
The congestion of ship locks seriously affects the comprehensive navigation value of inland rivers, and the priority gatepassing policy implemented in recent years has also been criticized for undermining the fairness of the system.In this paper, the analytic hierarchy process is used to quantify the static weight of the ship, and an exponential function is established to quantify the dynamic weight. Finally, the static weight and the dynamic weight are added to obtain the comprehensive weight, and the ship lock priority passage model is established. Then, on the basis of the established priority order, drawing lessons from the domestic ship lock charging standards and expressway charging standards, the priority charging standards are proposed from four aspects: cargo classification, ship classification, charging standards, and calculation formulas.
