Abstract
With the growth of the shipping activity in Arctic area, ship incidents and accidents are increasingly more. Consequently, emergency response and search and rescue (S&R)becomes a great challenge for ships and the countries around, especially under the polar conditions. In the essay, the natural factors and policy factors,such as international treaty and agreement, influencing the S&R, are both analyzed. The technical research and development, as well as with S&R arrangement in the main arctic countries are summarized in the following part, which plays a basic and significant role to understand the status of arctic emergency response and search and rescue. Typical accidents are studied and the importance of the self-rescue is showed. As concluded in the end, search and rescue solutions(respectively rescue equipment, rescue mother ships, rescue bases, rescue platforms) are promoted based on the study.
