We proposed a graphene-assisted ultra-thin silicon electro-optic modulator. The optical permittivity, mode distribution, and propagation mode effective index were analyzed. The TM mode shows a higher power distribution efficiency in the cladding in which the graphene layers are placed. The modulator can work in electro refractive and electro absorption manners. While the real and imaginary part of the index are used for modulation, it has a low voltage-length product VL of 1.9 Vmm and a mode power attenuation of 3.27 dB/μm, respectively.
