Over 25 years of electro-optical research and development and project management, Senior Technical Expert for Riverside Research. 14 years of broadband and spectral remote sensing phenomenological research and development. Seven years of prototype development experience including commercial products. Prototype development expertise includes product specification generation and detailed test plan formulation. Over 20 years of project management experience including cost and schedule control, supervision of 2 – 10 engineers, technicians and students, and vendor mangement. Seven years of operational tactical flying experience. Retired Colonel, USAFR.

Spectral subject matter expert for the National Air and Space Intelligence Center’s ACES HY program, winner of NASIC large team award. Supported state-of-the-art tactical and strategic broadband and spectral reconnaissance research and development programs.

Director of Modeling & Simulation for the Air Force Institute of Technology Center for Directed Energy. Lead for development of the unique High Energy Laser End-to-End Operational Simulation (HELEEOS) high energy laser engagement model for the DoD community. HELEEOS features first-ever worldwide operationally-oriented performance estimates capturing expected multidimensional variability for all wavelengths from the visible to the long wave infrared based on statistical climatological data providing seasonal, diurnal coverage of 573 surface sites. Hired at the inception of the Air Force Institute of Technology Center for Directed Energy, laid the groundwork for long term viability – rapidly identified key gaps in community knowledge, organized Center initiatives to fulfill these needs – gave the Center traction and established DoD-wide credibility.

Responsible for product specification development, detailed electro-optical design, prototype development and testing of new lines of high precision laser non-contact industrial gauging equipment.
