Widely connected distributed power sources and large-scale controllable terminal loads have increased the complexity and perceived difficulty of dispatching management of the distribution network, resulting in an increasing amount of dispatching business and data information. In order to adapt to the "dual-carbon" development goals and the dispatching needs of smart city distribution network construction, first, from the perspective of distribution network dispatching, this paper proposes a comprehensive evaluation index system for dispatching operation management level considering technology and management. On this basis, the ordered weighted averaging(OWA) operator is used to improve the subjective extreme deviation of the analytic hierarchy process(AHP), and the subjective weight of the improved analytic hierarchy process(IAHP) is obtained. Meanwhile, the gray relational analysis(GRA) method is used to evaluate and decide the constructed evaluation index. Finally, this paper selects the actual city distribution network dispatch, evaluates its current dispatching management level, and verifies the feasibility and effectiveness of the proposed indicators and methods. This provides a reference for improving the management level of the distribution network dispatching operation and building a smart urban distribution network dispatching.
