Abstract
The construction of resilient cities has gradually become a realistic choice and development trend to deal with the disaster risk, which is increasingly complex and uncertain. The action project called the construction of a model city for safe development is an important practice for the localization of resilient cities in China. The People's Government of Jiangsu Province took the lead in responding and included the creation activities in the 14th Five-Year Plan and one of the three key tasks in 2021. The factors affecting the urban environment and resilience have been studied in this paper, and the methods and measures to improve the living environment and ecological environment have also been investigated and studied. This article puts forward 3 main factors and 6 points of practical construction experience to improve the urban environment, which provides some useful reference for realizing urban resilience development and improvement of human settlement environment can be drawn from this research.
