Abstract
Irrigation and water conservancy is the foundation and guarantee of national food security and modern agricultural development. Improving investment efficiency is an important way to promote the construction and development of farmland water conservancy infrastructure in China. This paper selects the input-output data of farmland water conservancy in 31 provinces from 2002 to 2019, and empirically analyzes the influencing factors with the help of fixed effect model on the basis of objectively evaluating the investment performance of farmland water conservancy infrastructure by using SFA method. The results show that from 2002 to 2019, the overall investment performance of farmland water conservancy infrastructure in various regions has improved, and the investment performance in the central and eastern regions is higher than that in the western region. The investment performance of farmland water conservancy infrastructure is negatively correlated with per capita GDP, the illiteracy rate of rural labor force; the proportion of financial expenditure of farmland water conservancy infrastructure in total financial expenditure, and positively correlated with special agricultural subsidy policy; "small-scale agricultural water" construction, and farmland water conservancy management system reform.
