Abstract
A new effect of formation of non-stationary optical transmission spectrum of dispersion type in the propagation of nanosecond broadband laser irradiation through the inhomogeneous cylindrical layer of plasma in neon near the spectral absorption line with the wavelength of 650.6 nm has been observed and studied. It is demonstrated that in the process of interaction of laser irradiation with plasma near the long-wave area off the center of the spectral absorption lines, the amplification of light is observed, although there is no population inversion in the plasma. The conditions of formation of optical transmission spectra of dispersion type are determined. Possible mechanisms of the effect observed are discussed
