The increasingly abundant satellite resources provide a foundation for the application of remote sensing big data in more spatial scales and business scenarios. However, the application of remote sensing big data in provincial-level natural resource management still faces significant challenges. Especially, different scenarios have different requirements for the acquisition, aggregation, processing, and governance of remote sensing data, and it is necessary to comprehensively consider factors such as requirements, scenario, and multi-source data. This paper takes Hainan Province in China as an example, and focuses on the construction of remote sensing big data in Hainan. At the same time, combining with the analysis of its own business requirements in natural resource management, it analyzes the key application scenarios such as natural resource investigation and dynamic monitoring, cultivated land protection and dynamic inspection, national spatial planning and supervision implementation, ecological environment protection, and sea and island management, uses different resolution combination modes with matching different scales from the whole province, land areas, key areas, land-sea interface, to key objects, designs a scenario driven provincial-level remote sensing application business mode, discusses its work flow and system architecture, proposes a satellite remote sensing shared service platform, and implements a "one-stop" service for provincial-level natural resource management based on the RSBD key technologies for local governance, such as data coordinated acquisition and optimization utilization, dynamic perception remote sensing monitoring, comprehensive data analysis, and data sharing. Finally, it also presents the achievements of the scenario-driven remote sensing big data sharing and service platform in the application of natural resource management in Hainan Province, and discusses the key directions of subsequent researches in this paper.
